About the Lands Office

The Lands Office of the Velocity Interoperability Network is responsible for the land held by the Velocity Interoperability Network. It fixes and maintains the boundaries of the twelve districts, grants and administers leases of Network land, keeps the Land Register and carries out the surveys on which boundaries, parcels and leases depend.

The Office was established on 6 September 2026. Before that date each member organisation of the Network held and managed its land under its own arrangements, kept its own records and used its own surveyors. During the transition period from 10 August to 5 September 2026 those records were brought together into a single register under a common system of districts, parcel numbers and boundary markers, and the leases granted by member organisations were transferred to the Office to administer.

All land within the Network is held by the Network itself. The Office does not sell land; it grants leases of it. Land that is not leased is either held in hand by the Network for its own purposes or reserved for roads, watercourses and common use. The Office acts in the interest of the Network as a whole, and its decisions on leases and boundaries are recorded in the Land Register and open to inspection.

Responsibilities. The Office's work falls into five areas.

Boundaries

Fixing and maintaining the boundaries of the twelve districts of the Network, keeping the register of boundary markers and resolving boundary enquiries.

Leases

Granting leases of Network land in five classes, administering the 1,184 leases transferred from member organisations, and enforcing the standard conditions.

The Land Register

Keeping the record of every parcel of Network land, its area, tenure and any lease in force over it, and issuing extracts on request.

Surveys

Boundary, subdivision, lease-plan and topographic surveys, carried out by the Office's six survey teams to a common standard.

Statistics and reporting

Quarterly statistical releases on the extent of Network land, parcels, leases, boundary markers and the work of the Office.

The Office is organised into a boundaries section, a leases section, the registry and a survey service of six teams. Its first programme of work, a survey of every district boundary, begins on 14 September 2026 and is described on the Surveys page. Applications for leases open on 21 September 2026.
